Our LiUNA-trained staff, rigorous inspection protocols, and strict adherence to OTM Book 7 ensure every closure is executed without risk to workers, the public, or the environment. LiUNA-Certified Personnel

All NTSM field staff complete LiUNA-endorsed traffic control certification before their first deployment. Certification covers flagging techniques, OTM compliance, hazard recognition, and emergency response. Annual recertification is mandatory — there are no exceptions. Documentation is available to clients and municipal authorities on request.

OTM Book 7 Compliance on Every Project

Every traffic management plan NTSM designs and implements is built to Ontario Traffic Manual Book 7 standards. Taper lengths, warning distances, buffer zones, and signing sequences are calculated and verified before any closure is established. Non-compliant setups are never acceptable — regardless of schedule pressure.

Pre-Deployment Equipment Inspection

Every piece of equipment deployed by NTSM — from traffic cones and sign stands to TMA vehicles and portable signals — is inspected and certified before leaving our facility. Equipment that does not pass inspection is taken out of service immediately. Our clients can rely on every deployment arriving ready to perform.

Continuous Site Monitoring

NTSM supervisors monitor work zones continuously throughout operations. Site conditions are reassessed as work progresses — if traffic patterns change, if weather impacts visibility, or if unexpected incidents occur, our team adapts immediately. We don't set up and walk away; we stay and manage.

24/7 Incident Response

NTSM maintains 24/7 operational capability and dispatch readiness for incident response. When emergencies arise — vehicle incursions, equipment failure, or site accidents — our protocols are activated immediately. We coordinate with emergency services, document every incident, and review findings to prevent recurrence.

Ongoing Safety Training & Culture

Safety at NTSM is a living culture, not a checkbox. We conduct regular internal safety briefings, review incident data from across the industry, and proactively update our protocols as new information and standards emerge. Worker Protection as Priority One

The protection of our workers and workers at adjacent project sites is our first priority in every deployment. We ensure proper PPE, appropriate TMA positioning on high-speed routes, clear communication protocols, and verified emergency egress for all crew members before any work begins.

Certifications & Compliance Standards

OTM Book 7

Ontario Traffic Manual Book 7 — the governing standard for temporary condition traffic management in Ontario. Every NTSM plan and closure is designed and executed to this standard.

LiUNA Certification

Labourers' International Union of North America endorsed traffic control certification. All NTSM flagging and crew personnel hold current LiUNA certification as a prerequisite for field deployment.

MOL Compliance

Full compliance with Ontario Ministry of Labour, Immigration, Training and Skills Development (MLITSD) regulations governing work site safety, protective equipment, and traffic control operations.

MTO Standards

NTSM operations on provincial highways comply with Ministry of Transportation Ontario (MTO) requirements and approved contractor standards for highway work zones.

Municipal Requirements

NTSM coordinates directly with municipal traffic departments to ensure all plans meet local permit requirements, filing deadlines, and approval authority specifications.

Insurance & Liability

NTSM maintains comprehensive commercial general liability and contractor's insurance coverage. Certificates of insurance are available for all project engagements on request.
